For over 50 years, communities across the United States have implemented hazard relocation programs as a way to permanently reduce hazard exposure. Known as buyouts, these programs seek to move households out of high-risk areas, primarily floodplains, and convert the acquired land to open space. Globally, hazard relocation programs, including Australian buybacks, are on the rise due to climate change and less predictable extreme weather events. Drawing from her extensive field work and research on U.S. buyouts across hundreds of communities, this seminar identifies key challenges associated with buyouts as described by residents, emergency managers, government officials, and other stakeholders. From these challenges, Dr Zavar offers best practices that can improve the relocation experience for residents while meeting community mitigation goals both in the U.S. and Australia.
